Overview:

We are seeking a Performance and Risk Analyst who will focus on solving operational challenges and improving processes through the myriad Contractor Assurance information generating functions (KPIs, Metrics, Issues, Assessments, Events, Risks, Workplace Observations, Leadership Insights, Adverse Trending, Lessons Learned, etc). This position resides in the Contractor Assurance Group in the Office of Integrated Performance Management within the Office of the Laboratory Director for Operations, at Oak Ridge National Laboratory (ORNL).

As part of our team, the Performance and Risk Analysts may be involved in many aspects of an organization, aiding leadership in data-driven, risk informed decision making focused on continuous improvement. Analysts first identify the problem to be solved or the processes to be improved through the myriad Contractor Assurance information generating functions (KPIs, Metrics, Issues, Assessments, Events, Risks, Workplace Observations, Leadership Insights, Adverse Trending, Lessons Learned, etc). They typically collect data and interview stakeholders, workers, or others involved in the business or operational processes being examined.

Analysts then break down the problem into its various parts using statistical and database software and analytical techniques, such as forecasting, data mining, regression analysis, apparent and root cause analysis, risk assessment, and many others. They also study the effect that different changes and circumstances would have on each of these parts.

Performance and Risk Analysts provide alternatives to pursuing different actions and may assist in achieving a consensus on how to proceed. They implement risk informed decision making processes by weighing the costs and benefits of alternative solutions or approaches in their recommendations to managers. Analysts aid organizations in communicating performance both within ORNL and externally to DOE, industry partners, or others. This occurs formally and on prescribed frequencies via standing boards, venues, and reports. Ad Hoc presentations and engagements will be common.

Lastly, Performance and Risk Analysts provide expert delivery and leadership of ORNL Contractor Assurance System through graded approach implementation of core functions, ensuring execution meets leadership and programmatic expectations and requirements. Including, but not limited to; Issues Management, Event Management, Cause Analysis, Critiques, Assessments, Lessons Learned, Performance Analysis and Trending, Performance Reporting, KPIs/Metrics, and other areas as assigned.

Major Duties/Responsibilities:

  • Present analysis results and professional opinions/recommendations to ORNL senior leadership and/or corporate boards and governance bodies.
  • Support the ORNL leadership for reporting to ORNL Performance Integration Board, Corrective Action Review Board, and UT-Battelle Operations Committee (corporate oversight) on status of operational events, investigations, cause factors, corrective actions, adverse trends, key performance indicators and metrics.
  • Conduct and/or Lead critiques and causal analyses in response to events across the ORNL per the ORNL Issues Management process as directed by Program Lead for the ORNL programs.
  • Work with all levels of ORNL management as well as DOE to ensure the ORNL performs timely and though analysis of events requiring critiques and/or cause analysis.
  • Apply Human Performance Improvement concepts while leading critiques, causal analysis, and making recommendations for corrective action plans.
  • Represent ORNL/UT-Battelle complex-wide forums and committees including the Energy Facility Contractors' group (EFCOG). Battelle Community of Practices, UT-Battelle partnership organizations, etc.
  • Deliver training to ORNL management and staff in all areas of Contractor Assurance
  • Conduct oversight of graded approach implementation of ORNL Contractor Assurance System.

Basic Qualifications:

  • BS in business, economics, management, risk management, engineering, or related discipline with a minimum of 8 years relatable experience.

Preferred Qualifications:

  • Demonstrated ability in developing and maintaining strong customer working relationships and networks
  • Strong verbal, interpersonal, and written communication skills
  • Competency with management system hierarchy and processes
  • Knowledge and experience in data collection and analysis of various data streams from across the Laboratory
  • Ability to work independently and/or as a team member in a collaborative environment exercising good judgment and responsibility.
  • Ability to work well with management and staff at all levels of the organization.
  • Excellent time management and organizational skills needed to complete deliverables on time.
  • Demonstrated flexibility to respond to requests for information or action with a short turnaround time.
  • Proficiency in software such as MS Power BI, MS Power Query, MS Power Point, MS SharePoint, MS Word, Excel, Visio, etc....
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Q Clearance:This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
